Virtual keyboard does not type into input boxes |

Issue descriptionChrome Version: 70.0.3538.16 (Official Build) dev (64-bit) OS: ChromeOS What steps will reproduce the problem? (1) Flip display over to enter tablet mode. (2) Tap on an input box (or try to unlock device) (3) Type on keyboard What is the expected result? Expect text to be entered into input box. What happens instead? Nothing happens. The keyboard buttons register being pressed (show press animations) but no text is entered. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

FYI this worked after I rebooted into 70.0.3538.22 (Official Build) dev (64-bit) So if there was a fix between these versions it may have been fixed. However, I don't see a specific fix in the changelog: https://chromium.googlesource.com/chromium/src/+log/70.0.3538.16..70.0.3538.22?pretty=fuller&n=10000 So it may be that the keyboard can stop working after some combination of actions that I regularly do like multi-profile switching, suspending, etc.
