Impossible to enter a URL or search query on macOS New Tab Page in Fullscreen mode

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome 69 on macOS.
2. Press ctrl-cmd-F and cmd-shift-F to go into full-screen without toolbars.
3. Press cmd-T to open a new tab.
4. Try to enter URL or search query into either Omnibox or Search box.

What is the expected behavior?
Omnibox or search box should be focused when the tab is opened, and the user is able to enter a URL or a search query.

What went wrong?
- Omnibox is invisible even when moving the mouse the the top of the screen.
- No UI element is focused initially.
- It is possible to focus the search box by clicking on it, but typing anything doesn't produce any effect.

Did this work before? Yes 67 or 68 -- before the great redesign

Chrome version: 69.0.3497.100  Channel: stable
OS Version: OS X 10.13.6

This might be related to https://bugs.chromium.org/p/chromium/issues/detail?id=882616 and/or https://bugs.chromium.org/p/chromium/issues/detail?id=831219, but since these bugs do not describe specifically this issue, I decided to file this bug to be on the safe side.

Thanks for the report. This is a known bug and tracked with issue 868398.
