Omnibox - click and drag upwards no longer selects the URL

Chrome Version: M69
OS: MacOS, also tried on CrOS so assume all desktop platforms.

What steps will reproduce the problem?
(1) Load a page.
(2) Click in an empty part of the omnibox, then immediately move mouse upwards. Not long press.


What is the expected result?
URL is selected, without explicitly dragging the mouse over the text. 

What happens instead?
Nothing happens. Used to work on M68. See video for comparison.
Note that web text forms allow this click and drag upwards to select all interaction.

Possibly a duplicate, but I was able to reproduce on CrOS too. 

Text fields allows this drag up / down behaviour to select all on both platforms so this isn't just a Mac only thing.

This is probably reproducible on all desktop platforms but I'm pretty sure it's only a regression on Mac. I think this is standard Views behavior, in other words. It also looks to me like it is a dupe of  issue 731252 .

Accordingly, I'm going to remove the other OS labels. Feel free to re-add them if you think my interpretation is wrong.

I can reproduce.

This is a relative of issue 29220. I imagine the fixes to be very similar.

The fix is I think either going to be in RenderText or SelectionController of Views.
