DevTools' text-shadow editor generates invalid CSS

Issue description
Chrome Version : Version 69.0.3497.100 (Official Build) (64-bit)

What steps will reproduce the problem?
(1) Open DevTools on any page
(2) Within the Styles section of the Elements panel, hover and then click on the "Add text-shadow" editor button
(3) Adjusting the spread of the text-shadow will add a fourth numeric value that invalidates the text-shadow property.
(4) Adjusting the outset/inset toggle also invalidates the text-shadow property.
What is the expected result?
The text-shadow property does not support spread or inset/outset and the options are erroneously there. The expected outcome is an editor that affects the x and y offsets, the blur radius and color.
What happens instead?
The spread and outset/inset options are presented (probably a left over artifact from the box-shadow editor) and altering the options generates invalid code.
