Command-Shift keyboard shortcuts broken with Dvorak - Qwerty ⌘ keyboard layout

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open new window
2. Navigate to any page in first tab
3. Open a second tab (Command-T)
4. Switch back to first tab
5. Command-W to close the first tab
6. Command-Shift-T to undo close tab

What is the expected behavior?
The previously open tab should be re-opened.

What went wrong?
A new "home" tab is opened as if I had used Command-T (without shift).

Did this work before? N/A 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: OS X 10.11.6
Flash Version: 

Command-Shift-N fails to open an incognito window, instead just opening a regular window as if I had pressed Command-N.

Command-Shift-B appears to work correctly however. Perhaps because there is no Command-B shortcut?

Order of pressing Command and Shift keys does not matter.

Note in the Dvorak layout that none of these keys (T,N,B) are the same between Qwerty and Dvorak.

The intent of the Dvorak - Qwerty ⌘ layout is to use Dvorak normally, changing to Qwerty when command is pressed.

This was working yesterday in Chrome 68, not working today in 69.
 
Possibly related to Issue 142944 .

Is there a log of the update that was done to check the subversion of 68 that I was using?
Under Applications/Google Chrome/Contents/Versions I have:

Can you reproduce with latest Canary?
I am NOT able to reproduce this with canary 71.0.3556.0, so it appears to have been fixed. Thank you!

Now if someone could look at Issue 142944 "Chrome instantly quits on Command-Q despite 'Warn Before Quitting' in non-US keyboard layout" that would be smashing :-D

Thanks for your feedback. So I'am closing this report. If you check Chrome Beta, you can be sure, that the fix will land in Chrome 70 :)
