bookmarks under folder behaviour when deleted

Issue description

Happy path: 

- view bookmark bar 
- add folder
- right click to folder
- click add page (will add current page as bookmark)
- click on folder
- right click your newly added bookmark and click delete

actual result
- after delete bookmarks get shrink and not readable

expected result(in my opinion)
- bookmarks should stay still as before

Not a WebView issue, probably not on Android either because reporter says "right click". So removing WebView components and Android OS tag.

canertong@, what's the platform (Windows, Linux, Mac, etc) are you encountering this issue?

Tried testing issue on latest stable #69.0.3497.100 using Windows 10 by following below steps.

Steps:
=====
1.Launched chrome.
2.Right clicked on bookmark bar and added a new folder named "testing_issue".
3.Navigated to "www.hotstar.com".
4.Added it as a bookmark in the folder "testing_issue".
5.Deleted the bookmark and observed that bookmarks stay still.

@reporter: Could you please review the attached screencast and let us know if anything is being missed here. As per comment#1 please provide the details accordingly.

@swarnasree.mukkala what I want to report was you delete bookmark and right click your newly added bookmark and click delete then you see it gets shrinked

Unable to reproduce the issue on chrome version# 70.0.3538.77 using Ubuntu 14.04 with steps mentioned below:
1) Launched chrome reported version, added a folder to bookmark bar
2) Right click on the folder and clicked on 'add page', page got bookmarked to that folder
3) Clicked on the folder(created at step-1), right clicked on bookmark(created at step-2) and clicked on Delete, bookmark got deleted

@Reporter: Please find the attached screencast for your reference and provide your feedback on it. Try to test this issue on latest chrome stable# 70.0.3538.77 and let us know if the issue still persists. @viswa.karala sorry for the confusion, I forgot the mention that my bookmark folder was at the most right of the bar and thats why it get shrinked.

Unable to reproduce the issue on reported chrome version #70.0.3538.77 using Ubuntu 14.04 by following steps as per comment#0 and comment#8. Observed that the bookmarks stayed still and did not shrink.
Attached screencast for reference.
As the issue is not getting reproduced at TE end, hence requesting someone from UI>Browser>Bookmarks team to look into the issue.

As per comemnt# 3, 7 & 10, unable to reproduce the issue from TE end, hence adding TE-NeedsTriageHelp label to it and requesting someone from Dev team help in providing further inputs on this issue.
