Regression: Unnecessary Two blue ring focus are seen at the same time

Issue descriptionChrome Version: 71.0.3556.0 (Official Build) Revision bd6b4db905b5d51ca0ab759729efca79bc0a6046-refs/branch-heads/3556@{#1} (64-bit) OS: Mac (10.12.6, 10.13.1, 10.13.6, 10.14) What steps will reproduce the problem? (1) Launch chrome and open NTP. (2) Click on omnibox so that focus remains on omnibox. (3) Press 'Cmd+P' to open Print Preview. (4) Now traverse the focus throughout chrome using 'Tab' key. (5) Observe. Actual Result: Unnecessary Two blue ring focus are seen at the same time. Expected Result: One blue ring focus should be seen at a time. This is a Regression issue seen from 'M-71' and below is the manual regression range: Good Build: 71.0.3554.0 (Revision: 591605) Bad Build: 71.0.3555.0 (Revision: 591860) (Unable to provide bisect using Per-revision script as "RuntimeError: We don't have enough builds to bisect" error message is thrown. Also, tried bisecting on other Mac machines and same error is thrown. Hence, providing suspect using Chromium bisect) Chromium Bisect info: You are probably looking for a change made after 591805 (known good), but no later than 591860 (first known bad).
