Non-Regression: Chrome crashes when pressing 'Reload+Power' while installing Linux(Beta)

Issue description

Chrome Version:  71.0.3554.0/11078.0.0 dev channel Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings/crostini for Linux(Beta)
(2)Click on 'Turn on' button>> Click on 'Install' button and when it's installing, press Reload+Power and sign-in into user and observe 'Restore' bubble.

Actual: Chrome crashes when pressing 'Reload+Power' while installing Linux(Beta)
Expected: No crash should be seen

This is a Non-Regression issue seen from M70

Attaching screencast for reference..

NOTE: Unable to get crash IDs in chrome://crashes even after uploading crashes from Crosh terminal.

As it's a new feature seen from M70, adding RBS label.

This bug does not have an owner and is marked RBS. Please update with the plan and ETA to fix the issue or remove the RBS label if this is no longer a blocker. Thanks.

If the bug report is:

* pressing Reload + Power reboots the device

then it's a feature, not a bug, and has nothing to do with Linux set-up (it should work anywhere).

Please let me know if there are more details to consider.

Without Linux set-up, Sign in to user and press Reload+Power and then sign-in back to the user, crash is seen
