What steps will reproduce the problem?
(1)Launch chrome,open chrome://settings/fonts ->set the 'Minimum font size' to Huge
(2)Go to chrome://settings/manageAccessibility/tts ->adjust the sliders in 'Speech Properties' and observe

Actual: Unable to adjust the Rate,pitch,volume sliders in tts page when 'Minimum font size' is Huge.

Expected: Should be able to  adjust the Rate,pitch,volume sliders in tts page when 'Minimum font size' is Huge.

This is a Non-Regression issue seen from M-69
