What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings/content/notifications
2. Press tab key until focus reaches on the first entry in 'Allow' section and tooltip appears.
3. Now, click on back arrow icon seen on 'Notifications' sub-page and observe the transition effect while navigating back.

Actual Result : Glimpse of page contents is seen while navigating back from 'Notifications' sub-page.

Expected Result : No glimpse should be seen while navigating back from 'Notifications' sub-page.

This is a regression issue broken in ‘M-62’ and below is the 'per-revision' bisect information:
Good Build : 62.0.3197.0 (Revision : 497605)
Bad Build : 62.0.3198.0 (Revision : 497674)
