Dropdown select option labels are not well positioned on a second screen when the first screen OS zoom is 125% and the second screen OS zoom is 100%

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. make sur two screen are plugged
2. make the screen 1 with zoom 125%, let screen 2 with zoom 100%
3. open google chrome on screen 2
4. open jsfiddle http://jsfiddle.net/damienleroux/L1pd3kwf/2/

The issue only appends when the html code is embedded inside an iFrame (so jsfiddle is perfect to demonstrate the problem)

What is the expected behavior?
The dropdown options should be positioned inside the dropdown list

What went wrong?
The label are displayed outside the left border of the options list.

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0
Flash Version: 

It is like the chromium browser inherits some OS zoom properties from the first screen. 
Several clients, integrating our web site inside iFrames, experience this error.

Able to reproduce the issue on chrome reported version# 69.0.3497.100 using Windows-10 dual monitor setup and when tried to reproduce it again on the same build observed the good behavior. Please find the attached screencasts for your reference. The issue seems to be inconsistent in behavior, hence marking it as Untriaged and requesting someone from the Dev team provide inputs on this issue.
Observations: Also tested the issue on latest chrome# 71.0.3556.0, seen same behavior as mentioned above, hence removing Needs-Bisect label.

I wonder what those words means and if we can communicate a chrome update date to our client?
