Regression: Unnecessary print preview menu section gets scrolled.

Issue description

Chrome Version: 71.0.3556.0 (Official Build) Revision	bd6b4db905b5d51ca0ab759729efca79bc0a6046-refs/branch-heads/3556@{#1} (32/64-bit)
OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.6, 10.14) and Linux(14.04 LTs).

What steps will reproduce the problem?
1. Launch Chrome and give print command on any webpage.
2. Click on 'More settings' button and then click on 'Pages' text-box.
3. Press 'Shift + Tab' key to reach the focus at 'All' radio button under 'Pages' section.
4. Now press 'Space' key from keyboard and observe.

Actual: Unnecessary menu section gets scrolled on pressing 'Space' key.
Expected: Menu section should not scroll down on pressing 'Space' key.

This is a regression issue, broken in M-71 series, below is manual regression range.

Good build: 71.0.3551.0 (Revision: 590851)
Bad build: 71.0.3552.2 (Revision: 591210)

Using the 'per-revision' script providing the bisect result:

You are probably looking for a change made after 591108 (known good), but no later than 591109 (first known bad).

Since this also happens on the chrome://settings page it seems like a pre existing issue and is fairly minor. Lowering priority and removing as a blocker, though it would be nice to fix this at some point.
