textarea `maxlength` not work as expect

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. open https://jsfiddle.net/o4rjL7wu/5/
2. copy `copythis`
3. repeat paste in textarea

What is the expected behavior?
textarea should limit the length to 28

What went wrong?
Copy & paste can make the length to 29

Did this work before? N/A 

Chrome version: 68.0.3440.106  Channel: n/a
OS Version: OS X 10.13.6

Thanks for your report - I can't reproduce this. Regardless of the copy-pastes I do I can't make the textfield contain more than 28 characters. Can you please:

a) Try with latest stable (69.0.3497.100) or later
b) Provide the exact sequence of inputs you're making, or ideally a screen capture
