What steps will reproduce the problem?
(1)Launch chrome,go to chrome://settings/changePicture page
(2)Press Ctrl+Shift+(+) to maximise the screen resolution and observe the 'Take Photo','Switch to video recorder' buttons

Actual:'Take Photo','Switch to video recorder' buttons are missing when we maximize the screen resolution
Expected:'Take Photo','Switch to video recorder' buttons should be seen when we maximize the screen resolution

This is a Regression issue as same is working fine in 68.0.3440.118/10718.88.2

Note: Issue is seen in M-69,M-70
