OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.6, 10.14) and Linux(14.04 LTs).

What steps will reproduce the problem?
(1) Launch chrome, open NTP and then open dev tools window on it.
(2) Then open 'Settings' overlay, click on 'Add folder' and click on 'Cancel' button.
(3) Observe focus.

Actual: Focus gets lost after clicking on cancel button to 'Add folder'.

Expected: Focus should not gets lost.

This is a non-regression issue, seen from 'M61'series.

Note: Issue is also seen on M69 Stable #69.0.3497.100, M71 Canary build #71.0.3555.0.
