Regression : Separator line is seen missing between list of WiFi networks and 'Back' & 'Next' button in OOBE screen

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > In 'Connect to Network' screen scroll down until 'Add other WiFi network' option is seen
(2)Now observe separator line is seen missing between list of WiFi networks and 'Back' & 'Next' button
(Please refer Video & Screenshot)

Expected: Separator line should be seen between list of WiFi networks and 'Back' & 'Next' button
Actual: Instead Separator line is seen missing between list of WiFi networks and 'Back' & 'Next' button

This is Regression issue as same is working fine in M-68

Note : 
1.Issue is also seen on M-69 & M-70
2.Issue also seen in Sign in screen & EULA screen

Separator line was removed from the specs.
So this works as expected, I believe.
