Black background instead of transparent

Device name: Sony Z3+

From "Settings > About Chrome"
Application version: 69.0.3497.100
Operating system: Android 7.1.1 E6533 Build/32.4.A.1.54

Steps to reproduce:
(1) create webm video from mov with ffmpeg -c:v libvpx -pix_fmt yuva420p -auto-alt-ref 0
(2) open this video using html tag video
Result: video has black background

Expected result: video has transparent backgound

P.S. issue is not reproduced at desktop chrome

Tested the issue on android and able to reproduce the issue

Steps to reproduce:
--------------------------
1. Launched chrome and navigated to  https://gladiator19882.wixsite.com/sun1 
2. Observed black background sometimes and sometimes it is transparent

NOTE: On freshly installed chrome , out of 5 tries issue is reproducible 3 times.

Chrome version:
69.0.3497.100, 71.0.3556.0

OS:
Android 9.0 

Android device:
Pixel 2 

As inconsistent behavior is seen unable to provide bisect result and marking as Untriaged for further inputs from dev team.
