Regression : "Google Chrome OS Terms" border Frame is very thin and not clear in EULA screen

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > In 'Connect to Network' screen Connect to any Wi-Fi network 
(2)Now in EULA screen observe  "Google Chrome OS Terms" border lines or frame is very thin and not clear i.e. as background is white unable to identify border frame clearly
(Please refer Screenshot)

Expected:  "Google Chrome OS Terms" border Frame should be thick and clear
Actual: Instead  "Google Chrome OS Terms" border lines is very thin and not clear

This is Regression issue as same is working fine in M-68

Note : Issue is also seen on M-69 & M-70

Elizabeth, we actually don't have a spec for this border that I could find, can you provide one?
