browserAction popup doesn't render correctly with scrollbar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
1. Unzip and install the attached extension
2. Click on the extension icon

What is the expected behavior?
There should be an even 8px margin around the #content div.

What went wrong?
The margin around the #content div is uneven ONLY when there is a vertical scrollbar. After you remove some items to make the scrollbar go away, the margin will be correct (8px all around). It seems like when there is a scrollbar, Chrome is adding an extra 17px phantom margin on the right.
