A button in a javascript modal cannot be clicked on a iframe

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Load a page with an iframe which load a pdf
2. Open a javascript modal on top of the iframe
3. Clicking a button on the modal will not work. The click is registrated in the iframe and not in the modal
4. 

What is the expected behavior?

What went wrong?
The click is not registrated in the modal, but in iframe under the modal.

I made an example:

When you press the launch modal button the modal is loaded over the iframe. Every click on the modal is registered in the iframe instead of by the modal.

We are experiencing the same bug on Windows 7 since Chrome 69.

Status: Duplicate (was: Unconfirmed)
880122 has PDF iframes grabbing input from items overlaying them.

(Note that this isn't a real JavaScript dialog as in alert()/confirm()/prompt() but a "modal" dialog created in JavaScript.)
