"Open link as <profile>" context menu inconsistency

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
As a single person with two Chrome profiles ("Google" and "Personal"), I find it very unintuitive that I have to have windows of both profiles open in order to use the "Open link as (Google|Personal)" context menu item. I'd like the team to consider making it always visible to the user.

What is the expected behavior?

What went wrong?
This is technically a dupe of crbug/713818, but I'd hope there's new perspective now that the feature has been around in its current state for quite a while.
