Issue descriptionChrome OS Version: 71.0.3552.6 What steps will reproduce the problem? (1) In tablet mode, start a split with Chrome and another app (2) Press fullscreen button on webpage like YouTube or in the Chrome settings menu (3) Press the button What is the expected result? Fullscreen Chrome window should return to the split it was in previously, along with the app (or overview) that was on the other side of the split. What happens instead? Hi Ben, as I commented in issue 884858, seems the same behavior is not supported in laptop today?

Good catch, I don't know why I thought it was working properly yesterday. It does retain the size in laptop mode, and esp. with immersive mode the browser positioning looks like a bug. But let's solve tablet mode first as described in this bug. We can return to laptop mode later.
