[Findit] Flake Analyzer - Add updated_time to data point

For recent flakiness verification, we should show a timestamp for when the last check for flakiness was performed to give a sense of how up-to-date the result might be

[Findit] Flake Analyzer - Adding commit_position_landed_time to DataPoint

In preparation for surfacing a timestamp to the check for recent flakiness
verification card, the time a commit landed should be stored and later used
for display purposes.
