Theme background incorrectly rendered on tabstrip when link opened in new tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Install a theme that has a visible pattern on the tab strip. I use "Grass" https://chrome.google.com/webstore/detail/grass/mmiboiefncpfjihjdedpaoammipkilla but I have tried another theme (Into the Mist) and seen the same problem.
2. Open an incognito window (easier to see problem)
3. Visit a page with links (eg https://www.google.com/search?q=testing)
4. Open links in a new tab (without switching to them), either with Ctrl+click, middle mouse button, or right-click -> open in new tab.

What is the expected behavior?
Tab opens and the theme pattern is visible behind the tab.

What went wrong?
Sometimes the tab appears as if the background has been smeared horizontally (see attached). Looks like some sort of graphics/compositing bug? Possibly related to issue 884358, except this issue is specific to the tab strip only. This only happens if you do not switch tabs in the same window.

A [redraw?] occurs (fixing all the tabs that look wrong) after all of the following:
- switching to a different tab in the same window(including clicking the new tab button to open a new tab)
- maximizing or un-maximizing the window
- un-minimizing a window
but not after:
- switching windows and back with alt-tab (without minimizing)
- closing tabs without switching tabs, even if tabs are then resized to fit available space.

I encountered this immediately after updating from chrome 68 to 69 (with the new material design UI).

Also: you might notice that in the image I have the windows10-custom-titlebar flag enabled. However, I also tested with it disabled and determined that it did not affect the issue.
Update: looks like this is not material-design specific, as it affects all the UI layout settings in chrome://flags (Normal, Hybrid, Touchable, Material Design Refresh)
