Smart Lock for Signin: icon displays after setting up Better Together

Issue description

Chrome Version: head

Immediately after going through Better Together setup, if the user signs out, the Smart Lock icon is displayed. Hovering over it reads: "To start Smart Lock, enter your password." If you check Settings > People > Smart Lock, the sign-in toggle is off. 

This issue requires more investigation why this icon shows up when its toggle is off, but it definitely should not be shown unless the user enables that toggle.

 
I believe we already have a bug filed that this string is confusing.  A rough translation of the intent is, "Smart Lock is only enabled for unlock currently. If you want to enable it for Sign-in as well, enter your password, go to settings, and turn it on."  Obviously, the string shouldn't be that long.
