[Harmony Accessibility] Enabling ChromeVox and using the keyboard to select a cast target crashes Chrome

Issue description

Chrome Version: 71.0.3552.6
OS: ChromeOS
MR: 7118.917.0.0

This repro's every time.

What steps will reproduce the problem?
(1) Enable ChromeVox with ctrl + alt + z.
(2) Click on the Cast icon in the toolbar.
(3) Hit tab untikl a Cast target is selected.
(4) Press enter to start casting.

What is the expected result? Chrome should not crash.

What happens instead? Chrome crashes.

Chrome is closed and re-opened, showing a "restore pages?" dialog. But there aren't any crash ID's in chrome:crashes, and crash reporting is enabled.
 
Note that this doesn't happen using Screen readers on Mac or Win.
What is the CLIENT_ID under chrome://system?  What is the specific time/date a crash happened?

Is this similar to the existing crash that you're evaluating?
I'm not seeing any of the crashes reported by David show up in http://crash, so can't be certain.  But the underlying code path is not related, the other crash happened at browser shutdown.

If David could get a crash dump uploaded, that would help with triage of this.
Mark, is there a way to get a crash dump uploaded if it doesn't appear on chrome://crashes? 

I collected ChromeOS debug logs from chrome:net-internals#chromeos and attached them here. But I'm not sure if they include the crash data. It seems like this process only includes logging once the tab is opened.

Did you try clicking "Upload crashes" in chrome://crashes?
Let me poke at the logs to see if there are any log lines from the crash uploader.

Good news! A crash ID did appear while reproducing this time (only one ID out of multiple crashes though, so I hope it's relevant).

For some reason they're appearing now.
Thanks.  The last report was helpful.  I believe this is a dup of Bug 859190.  I pinged that bug to try to get some action.
