Bookmark Toolbar - Blank folder incrementally adds "empty" values when hovering between multiple folders

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Create two adjacent folders in the Bookmark Toolbar of Google Chrome 2. Add a bookmark to the first folder 3. Expand the second folder then hover over the first folder (containing a bookmark) and hover back to the second folder 4. Repeat step 3. and observe the contents of the second empty folder What is the expected behavior? Hovering between empty and populated folders only show a single "Empty" entry for empty folders. What went wrong? An "Empty" line item populates the empty folder for each occurrence of hovering between populated folders. This results in the empty folder having "Empty" multiple times for it's contents. See attached GIF. Did this work before? Yes N/A - will have to perform a bisect Chrome version: 69.0.3497.100 Channel: stable OS Version: OS X 10.13.6 Flash Version:
