Provide a org.freedesktop.portal.FileChooser backend for ui::SelectFileDialog

Flatpak apps should use the org.freedesktop.portal.FileChooser interface to create file dialogs.  When using native GTK dialogs, icons may be broken [1] and the app may not even have direct filesystem access.  This can happen today with some Electron apps.
