What steps will reproduce the problem?
1. Open chrome browser and search for sample pdf file
2. Click on the search result links to open a pdf file
3. Try to scroll through the file using touch or touchpad

What is the expected result?
Should be able to scroll through the file without any issue

What happens instead?
Unable to scroll through the file.
