Omnibox error on not-secure pages

Issue description

Chrome Version: Chrome 69 Stable
OS: Windows 7

What steps will reproduce the problem?
(1) Visit a not-secure page
(2) Minimize that window into the Taskbar
(3) Press ALT-TAB to bring Chrome again to the front

What is the expected result?
Only the red https has a strikethrough. But not the URL.

What happens instead?
The red https and the URL has a strikethrough.

Hovering over the Omnibox fixes it.

Attached two screenshots.

I noticed this today at work with a Windows 7 device.

Repros on 69.0.3497.100 and 70.0.3538.16, but v71 removes the strikethrough effect altogether (and there's no other discernible defects).

This issue does not occur if scheme elision is enabled. Given that the problem with the behavior is pretty mild, I don't think we should do anything for now. At the next action date, if scheme elision has successfully launched in M70, we should close this issue.
