Issue descriptionWe should add a flag to ensure this feature is only turned on for M71 for the right devices. As a first step, we need to make sure this is NOT on for M70.

We should not push M-70 to Stable with the Marketing Opt-In turned on for OOBE. alemate@ is currently OOO - I will check no the current status of this issue.

Verified that Colin fixed this and the marketing opt-in is not present in most recent M70 Beta. Removing RBS. Keeping open for the toggle off-by-default element of this bug.
