What steps will reproduce the problem?
(1) Enable Direct composition (--enable-direct-composition-layers --enable-features=DirectCompositionUnderlays)
(2) Play any video from YouTube 
(3) Resize the window to the minimum.
(4) observe corruption or flashing

What is the expected result?
There should be any corruption or flashing
