jquery does not work on pop up button

Chrome Version : Version 69.0.3497.100 (Official Build) (64-bit)

Add OK or FAIL after other browsers where you have tested this issue:
Safari: PASS/FAIL (Version)pass
Firefox: PASS/FAIL (Version)pass
Edge: PASS/FAIL (Version)pass
What steps will reproduce the problem?
(1) open a pop up window with a jquery bound button
(2)unable to click on button
(3)Also click area has changed for focus, much smaller
What is the expected result? button works
What happens instead?
