Video feed from Swanky is always green in webrtc calls

Not reproducible in Celes. 

What steps will reproduce the problem?
(1)Open any webrtc apps [meet, hangouts etc]
(2)perform a video call

What is the expected result?
Webrtc calls are free from video or audio issues. 

What happens instead?
Video feed starts with the green color. This behavior is the same when using an external camera. This can be stopped by muting the video and unmute it. 

This looks bad so will be nice to fix it.

This issue is not reproducible in 69.0.3497.95/ 10895.56.0. Thus it is a regression.

Status: WontFix (was: Untriaged)
This issue is not reproducible after flashing the device with older builds like M69 beta and stable. I tried few times with back and forth. It seems like a state issue. I will close this issue for now.
