What steps will reproduce the problem?
1. Browse any website. For me mostly appearing in Twitter where you tend to scroll a lot
2. At some point, scrolling just stops. Keyboard controls still work (arrows up/down and PgUp/PgDn)
3.
What is the expected result? Scrolling should always work
What happens instead of that? Scrolling unexpectedly stops

Bonus: I found this error most prevalent in any page that requires a lot of scrolling. Twitter, LinkedIn and similar "single page" apps appear to be the best candidates to reproduce the problem. I was unable to isolate it any further - in my case I was not convinced it was related to divs (like bug 878571) and once stop it does not start working again as in bug 853606.

I can confirm scrolling with mouse wheel breaks on infinite scrolling pages, in mid activity. (which includes twitter, instagram, facebook and hey, pornhub as well, why not) 69.0.3497.100 (Official Build) (64-bit), Win 7.

Side note: it breaks randomly, sometimes infinite scrolling works for a while then it breaks, other times it breaks on the 1st page loading.
