Regression: Vertical Scrollbar is seen in 'Select a Destination' overlay, even when list is empty.

Issue descriptionChrome Version: 71.0.3554.0 (Official Build) 50b24262ba0c4e14c723112f9aad3686dc6462c1-refs/branch-heads/3554@{#1} 32/64 bit OS: Windows(7, 8, 8.1 ,10), Linux(14.04 LTS), Mac(10.12.6, 10.13.1, 10.14, 10.13.6) What steps will reproduce the problem? 1. Launch chrome, open NTP and hit Ctrl + P to open print preview. 2. Click on 'Change' button in 'Destination' section and type something randomly in 'Search destination' text field. 3. Observe the vertical scrollbar in 'Select a Destination' overlay. Actual Result: Vertical scrollbar is seen in 'Select a Destination' overlay even when printer list is empty. Expected Result: Scrollbar should not appear when no printer is present in destination list.
