Add UMA for managed Enterprise/FamilyLink info |

Issue descriptionSplit from Issue 870409. The uber tray bubble shows a button to open info page either when the device is enterprise-managed, or the account is managed by Family Link. We may want the count of clicks of such buttons.

The info link for "Enterprise managed" is implemented but the one for Family Link is not there.

ChromeOS.SystemTray.OpenHelpPageForManaged is the new metric we added. It can be verified on the User Metrics Analysis histogram dashboard.
