Regression: Weird flickering is seen while rotating any PDF in Files app

OS: Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Launch chrome >>Download any sample PDF
(2)Go to Files app >> Get info of it >>Rotate it and observe weird flickering


Actual: Weird flickering is seen while rotating any PDF in Files app
Expected: No such flickering should be seen while rotating any PDF in Files app

This is a Regression issue as same is working fine in M-67

Note: Issue is seen from M-68,in M-69 also

You are probably looking for a change made after 559456 (known good), but no later than 559460 (first known bad).

Likely r559457 "Change PDF quick view to use FitH". From the description, I expect this is WAI, but perhaps lucmult@ can check.

r559457 is a fix for another regression ( Issue 837591 ).
