What steps will reproduce the problem?
(1) Open many tabs (~60)

What is the expected result?
All tabs are displayed in the tab switcher.

What happens instead?
Only the first ~60 are displayed, and the rest don't show up, including the currently active one (if that happens to be one of the last ones).


This presumably happened after a recent upgrade where the UI appearance has changed to be more modern (which I thought happened with 69, but chrome://version says 68).
