Steps to reproduce the problem:
1. Log into Google Analytics with mouse with scroll wheel
2. Hover over expected scrollbar location
3. Use mouse wheel to attempt scroll

What is the expected behavior?
Page scrolling

What went wrong?
Page doesn't scroll and can't read content

Did this work before? No

OS Version: OS X 10.8.5
Flash Version: Shockwave Flash 21.0 r0

Tried also in Safari and Firefox with same result.  It's a bug in the website
