Regression: Unable to drag bookmarked link to NTP from chrome://bookmarks page.

Issue description

Chrome Version: 71.0.3554.0 Revision 50b24262ba0c4e14c723112f9aad3686dc6462c1-refs/branch-heads/3554@{#1}(64 bit)
OS: Mac (10.12.6, 10.13.1, 10.13.6, 10.14)

Pre-condition: Bookmarked any web page.

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://bookmarks page.
(2) Drag bookmarked link towards NTP and observe.

Actual: Unable to drag bookmarked link to NTP.

Expected: Should able to drag bookmarked link to NTP.

This is a regression issue, broken in 'M69', below is bisect info:

Good Build:69.0.3476.0(Revision: 571361)
Bad Build: 69.0.3477.0(Revision: 571738)

You are probably looking for a change made after 571552 (known good), but no later than 571553 (first known bad).

This change has been reverted in the latest version of Chrome including all 71 versions. Adding Calamity as he is the expert here.
This Mac issue is likely to do with BookmarkNodeDataMac or BookmarkDragDropCocoa. The chrome.bookmarkManagerPrivate.startDrag() API call is not setting up a native drag.

Just to update:

Unable to reproduce this bug on latest canary #72.0.3608.4 on OS Mac (10.13.1, 10.13.6, 10.14.2).
