URL copied from "edit bookmark" dialog should have spaces url-encoded

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Go to http://iopscience.iop.org/journal/0266-5611/page/Special%20Issue%20on%20Generalized%20Radon%20Transforms%20and%20Applications%20in%20Tomography 2. Bookmark the page 3. Edit the bookmark 4. Copy the URL from the bookmark 5. Paste it What is the expected behavior? http://iopscience.iop.org/journal/0266-5611/page/Special%20Issue%20on%20Generalized%20Radon%20Transforms%20and%20Applications%20in%20Tomography What went wrong? iopscience.iop.org/journal/0266-5611/page/Special Issue on Generalized Radon Transforms and Applications in Tomography Note that http is missing and spaces are not encoded. I know that a similar mechanism is used when copying URLs from the omnibox: in that case, http:// is not displayed, either, but is part of the result in the clipboard. Probably, copying from the "edit bookmark" dialog should use the same mechanism. Did this work before?
