Not able to play the video which contain silent audio

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Example URL:

Steps to reproduce the problem:
1.Open the attached video with Chrome 
2.video pause at 41 sec where the black screen with silent audio start.  
3.It's working in all the browser and media player except chrome. 

What is the expected behavior?
Attached video should able to play with the chrome as it's working in other browser.

What went wrong?
Not sure what went wrong as it's not working only in chrome

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? Yes

Chrome version: 69.0.3497.92  Channel: n/a
OS Version: 10.0

Contents of chrome://gpu: 

Total Duration of video is 47 sec, where the duration of original video is 41 sec and black screen 6 sec.Chrome is not able to play the last part of the video where the black screen start, and the video pause at 41 sec.

Ah this would normally work, but we encounter an audio decoding error at end - 6 seconds:

Which is from:
[mp3float @ 0x17b9b00] Header missing
Error while decoding stream #0:1: Invalid data found when processing input

So it looks like there's a bad mp3 frame in there. We don't allow audio decoding errors like this when there's an attached video track since they will hide a/v sync loss that will accumulate.
