Files app: Close icon (x) is missing in sync messages

ChromeOS  11021.18.0, 70.0.3538.21  dev-channel  eve

What steps will reproduce the problem?
1. Open File manager -> Drive
2. Select some files and right-click to view context menu
3. Click on 'Available offline' option
4. Observe the sync message in the status area 

What is the expected result?
Close icon (x) should be present in the sync message to cancel the sync operation

What happens instead?
Close icon (x) is missing

Issue not reproducible on M69 and M68 builds.
