bitrate is not limited by using b=as with simulcast

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
I start the conference with the use of simulcast and make the bitrate limit (send b=AS:400 in SDP). If I open the tab webrtc-internals, then i see the speed will not be limited. How should I limit the bit rate for a simulator?

What is the expected behavior?

are you setting b= in the local or remote description?
I set b=as for remote description
