[User Feedback - Stable] Setting Search Only Indexes Categories, Not Individual Settings

Issue description

Chrome Version: 69.0.3497.92
OS Version: OS X 10.13.6

What steps will reproduce the problem?
1. Open chrome://settings/
2. Search at the top for "block"
3. Click into "Content settings" (highlighted)
4. See that the word "block" is highlighted for "Pop-ups and redirects" and "Ads"
5. Click into "Cookies" on that page and see that there is also a block option.

What is the expected result?
The search should index individual settings in addition to the categories.

What happens instead of that?
Just the categories are indexed.

This was flagged by one of our community experts as something that caught them off guard.

I am not sure I fully understand the problem here. Are you wondering why the "Block" string within the sub-sub page is not highlighted with yellow rectangles?

Or are you wondering why the entire "Privacy" section is visible, even though the search hit exists only in one of its settings?
Really wondering why 'Keep local data only until I quit my browser' is not found at all with chrome://settings/?search=keep  , when the setting in question is not enabled. 

It is (and highlighted) in older versions of Chrome. 
(much older, tested Chrome 31) 


Or why chrome://settings/content?search=allow shows multiple highlighted items, 
but nothing on any of the subpages is highlighted.
