Not sufficient contrast between focus ring and the background on shelf |

Issue descriptionGoogle Chrome: 70.0.3538.7 (Official Build) dev (64-bit) Firmware version: Google_Caroline.7820.384.0 What steps will reproduce the problem? * Highlight launcher button on shelf (Shift + Alt + l) * Tab through to view and test the contrast of the focus ring to the background What is the expected result? Contrast ratio of at least 4.5:1 What happens instead? Foreground:#355B9C Background:#23201D The contrast ratio is: 2.4:1

Isn't this an image of the launcher button un-focused? The bug mentions a focus ring though, so maybe I don't understand the bug.

Hi newcomer@, this is a picture of the launcher button with a blue focus ring around it, that little blue rectangle. It happens to show as unfocused in the above picture but the same applies if the launcher is focused, too. Here's another picture with a little more context.
