Spike in reports of news feed not working on Android

Issue description

Chrome Version: M68 & M69
OS: Android 7 & 8

What steps will reproduce the problem?
(1) Open Chrome on Android
(2) New tab should show news on your language
(3) Is not showing for PT-BR users

What is the expected result?

Show news for PT BR users

What happens instead?
Message that you have no news


Significant increase in reports from braziian-portuguese users about newsfeed not showing

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Changed language to portugese
2. Opened Newtab page and observed no articles

Chrome versions tested:
60.0.3072.0 , 69.0.3497.100 , 71.0.3554.0 (Latest canary)	

OS:
Android 7.0.0

Android Devices:
Samsung s7

Issue is seen from older M-60 builds, hence considering as Non-Regression and marking as Untriaged.

This is fixed on iOS too?
Yes, this was a server change that affected both platforms. The fix is live.
Verified on chrome beta version 71.0.3578.57 on iPad 2018 with iOS 11.4.1 and iPhone X with iOS 12.0.1 following the steps mentioned in comment # 0, 1.  Article suggestions are displayed.  Looks good.
