[a11y] setting for toggling earcons

THere should be an option to toggle earcons in ChromeVox settings. It is hard to remember search+A+E shortcut as this is a feature that users will not toggle frequently.

Hi,
Thanks for submitting this issue. You can toggle ChromeVox sounds by going to ChromeVox menu (Search + .), right arrow to speech, then arrow down to turn sound feedback on or off'.
