Not able to access password error text on lock screen with ChromeVox

Issue description

OS: Chrome
Version: 70.0.3538.16

1. Turn on ChromeVox with Ctrl Alt z
2. On lock screen, enter a password that is incorrect for an account 
3. Hear "Alert" spoken by ChromeVox
4. Try to access the text that explains that this is the incorrect password

It's not possible, so all you hear is "alert", which isn't very informative. Right now, if you press Search + Right (ChromeVox navigation) that makes the error messaging go away, so you can't access it. We should:

1) keep that messaging up when ChromeVox is on so that a user could navigate to it with Search + Right 

2) Instead of just saying "alert" verbalize "alert, incorrect password" right off the bat (most important to implement sooner rather than later)
